Dr. Manoj Prasad, President and CEO

Louis A. Weiss Memorial Hospital

4646 N. Marine Drive

Chicago, IL 60640

Dear Dr. Manoj Prasad,

We, the undersigned elected officials, write with urgency and ask Resilience Healthcare to take immediate action and bring Weiss Memorial Hospital back into compliance by filing an appeal to the Centers for Medicare & Medicaid Services (CMS) before the September 24, 2025 deadline.

Weiss has experienced extreme conditions that resulted in the closure of its emergency room and inpatient facilities on August 8, 2025 —just one day before CMS’s termination notice was set to take effect. The decision to abruptly close its doors has jeopardized both community health and economic stability including leaving thousands of our constituents without access to vital healthcare services and many frontline healthcare workers without jobs. The state of Illinois, by law, cannot release funds for any entity that is under CMS termination and as such, the $4 million in safety net funding that was secured by Senator Simmons and Representative Huynh in the current FY26 budget will not be released until Weiss successfully files an appeal to CMS

As the CEO of Resilience Healthcare, you have both the authority and responsibility to correct the course. We urge you to:

  • Immediately file an appeal to CMS before the September 24, 2025 deadline

  • Make the necessary repairs and operational improvements to bring Weiss into compliance

  • Commit to reopening Weiss Memorial Hospital to serve Uptown and surrounding communities

  • Communicate openly and transparently with community stakeholders throughout Weiss’ appeals and reopening processes

As elected officials at the state and city level, we are unified in our commitment to both reopen Weiss and demand high quality healthcare on behalf of all of our neighbors. We look forward to Weiss’ appeal submission to CMS.

Sincerely,

Alderperson Angela Clay - 46th Ward

Alderperson Leni Manaa-Hoppenworth - 48th Ward

State Sen. Mike Simmons - IL 7th District

State Rep. Hoan Huynh - IL 13th District

State Sen. Sara Feigenholz - IL 6th District

State Rep. Kelly Cassidy - IL 14th District

Commissioner Bridget Gainer - Cook County 10th District
