Ald. Manaa-Hoppenworth Cosponsors Speed Enforcement Revenue Ordinance

Alderwoman Manaa-Hoppenworth has signed on as a cosponser to O2025-0021034. This ordinance, introduced at the November 14 City Council Meeting, clarifies in the municipal code that speed camera revenue should be maintained in its own, separate fund to support local pedestrian and transit safety initiatives.

Per Chapter 9-101-060 of the Municipal Code, all net proceeds from Automated Speed Enforcement (ASE) citations “shall be maintained in separate accounts and shall be expended or obligated, subject to appropriation by the City Council, only for the purposes specified in subsection (d) of Section 11-208.8 of the Illinois Vehicle Code, 625 ILCS 5/11-208.8(d).”

Section 11-208.8 of the Illinois Vehicle Code mandates that revenue only be used for the following purposes:

  • Public safety initiatives to ensure safe passage around schools, and to provide police protection and surveillance around schools and parks, including but not limited to:

    • personnel costs; and

    • non-personnel costs such as construction and maintenance of public safety infrastructure and equipment;

  • Initiatives to improve pedestrian and traffic safety;

  • Construction and maintenance of infrastructure within the municipality, including but not limited to roads and bridges; and

  • After school programs.

This recommendation originated from the Equitable Enforcement Working Group and was highly supported in that group's public survey.
