Ald. Manaa-Hoppenworth Cosponsors the Community Power Over Policing Ordinance

Alderwoman Leni Manaa-Hoppenworth has signed on as a cosponsor to the “Community Power Over Policing Ordinance” related to the makeup and powers of the Community Commission for Public Safety and Acountability (CCPSA). The ordinance presents a referendum to Chicago voters asking whether or not to:

  1. change the CCPSA from a 7-member appointed body to an 11-member body with 2 appointed members and 9 elected members

  2. grant the CCPSA additional powers including:

    1. Negotiation with Fraternal Order of Police

    2. Collaboration with CPD on annual budget

    3. Removal of Police Superintendent or Board members by two-thirds vote


If this ordinance passes, the following referendum will be added to voters’ ballots:

Shall the City of Chicago change the Community Commission for Public Safety and Accountability (“the Commission”), currently a 7-member appointed body established by Chapter 2-80 of the Municipal Code of the City of Chicago that oversees the Chicago Police Department, into an 11-person body, consisting of 9 Commissioners, first elected in non-partisan elections beginning with the November 2028 general election, and 2 appointed Commissions, and change the City’s form of goverment by granting the Commission certain powers and altering the relative powers of City officials pursuant to Section 2 of Ordinance Number O2025 _____ adopted by the City Council on _____? If approved, the Commission would have additional authority, including how public safety resources are used and choosing police leadership.

A “yes” vote in this referendum would be a vote in favor of changing CCPSA from 7 to 11 members and increasing their powers. A “no” vote in this referendum would be a vote for keeping the CCPSA as-is, both in membership and authority.
